So you were paying business rates then turned it into residential accommodation.
If you stated that you moved in September 14 then they should accept that unless they have clear evidence otherwise. They clearly feel that your ex claiming an SPD constitutes that.
What you should do is state that you were living with your ex for that period and provide some form of evidence. Surely you must have that.
You will have your liability period adjusted and she will be hit with a hefty bill and potentially an additional penalty.

Penners, yes I except it was stupid. I just dropped her a load of cash each month for food/bills. I had no idea she was claiming the reduced single person CT. Just want to know where it leaves me now? Am I fucked. Or is she for making the declaration.

Bruce: it is a commercial property which during that time did not have living accommodation within it. So there is no CT due on it between Jan 13 and Sept 14. I paid business rates in full.
The issue is I moved into it (in Sept 14) when I split with the bird. Made a bedroom up out of one of the storerooms etc. So I've no problem with payin CT from Sept '14. But I was paying CT at the original property from Jan 13 = albeit the ex bird was claiming the reduced single person rate without telling me.
I'm wundering whether Sven is right and its her in the shit for falsely declaring it

I'm no lawyer but I am guessing the full bill was in her name and she would have had to actively request the discount by making a false declaration. I know councils are cunts but I am not sure where your liability comes in

You definitely owe money so just work out how you can pay the least amount. Mitigate your losses so to speak. Find out where you were noted on the Electoral roll for the 2014 too.

Jan 13 to September 14 is 21 months. You can't claim an exemption an unoccupied property for that long, even prior to the introduction of the new rules.
With the long term empty surcharge, you may end up being better off saying you were living there.

As I said, Penners I did pay council tax at the other property. Although she was claiming single person council tax saying she was living alone!! Fucken cow. But we did pay it. Maybe they"ll hit me with a bill for the differential between single person reduction and full price??

You can prove you weren't living in the house they are claiming CT for for the period they were claiming presumably (ie Jan 13 to Sep 14)? If so you have no liability.
In regards to the other place its the BIRD who has made a false declaration. Her problem

Pretty sure the rules changed recently, and that the full exemption period for an empty, unfurnished property is one month, as opposed to six.
Long term empty (over 18 months) is actually hit with a 50% surcharge, so unless you had tenants in the property then I'd imagine you are liable with a charge to pay.
If there were tenants in the property then all you have to do is provide proof of that.
